This week we are studying the extent of city autonomy in federalist systems. Since public education is one of the most significant responsibilities for the majority of city governments, it is appropriate this week to look at the current New York State budget process and how the NYS legislature and executive weigh in on New York City public schools governance for the coming years. For this Blog#1 please read the City & State NY articles above: 1) by Megan McGibney (3/4/22) and 2) McDonough & Pedraza. In approximately 2 paragraphs please describe, from your reading, under whose authority NYC public schools are. What are some of the arguments for/against extending mayoral control of schools for four years? What does this issue tell you about how much control NYC has over the policy area – public education – that is arguably its largest responsibility? Do you think this points to something unique to the place of cities in federalist systems, compared with unitary systems?
