Role
The CIA’s missions
include: collecting information that reveals the plans, intentions, and
capabilities of our adversaries and provides the basis for decision and action;
producing timely analysis that provides insight, warning and opportunity to the
President and decision-makers charged with protecting and advancing America’s
interests; and conducting covert action at the direction of the President to
preempt threats or achieve US policy objectives.
With respect to cyberattacks, the CIA wants to determine who is responsible for
cyberattack and if the responsible party is a branch of a foreign government,
what that government’s plans and objectives are. Information about
non-government attacks would be passed onto other US agencies for
action. The CIA has become active in conducting quasi-military,
semi-covert actions to deal with threats. One example is the drone attacks
against terrorists in the Pakistani hinterlands. Another unconfirmed
example is a cyberattack by the US launched in cooperation with Israel against
the Iranian nuclear weapons program.
The CIA has close working relations with some intelligence agencies in the
region, notably Japan and South Korea. When it can do so without jeopardizing operational
secrecy and when it is consistent with mutual interests, the CIA will work in
cooperation with other intelligence agencies to collect information and conduct
covert operations.
The CIA is highly concerned about the threat of cyberattacks on its systems and
databases and has invested substantially in what it calls information assurance
– protecting its systems and data against penetration.
In past incidents of espionage, the CIA has recommended to the State Department
that foreign nationals suspected of espionage be deported and that ambassador
and other embassy staff from the offending country be sent home.
Your responsibility is to articulate to the other people participating in this
activity (1) the national interests at stake from the perspective of your
office; (2) the single most important action that the CIA should take to
protect those interests and (3) the single most important action that other
agencies (Defense Department, Homeland Security Department, State Department,
Treasury Department, Commerce Department) should take to protect those
interests.
The end result of this activity should be a consensus among the participants
about the national interests at stake and the three most important actions that
the US government should take.
