Proposed Operations Brief
You are the Management Team of the Maritime Operations
Department of ADC Enterprises Inc. – a
multi-national company which has as one of its subsidiary’s – a shipping and
port operations company.
ADC is proposing to bid for a new contract with Areva UK for
the transport, by sea, of highly radioactive nuclear waste and processed MOX
nuclear fuel between one of its ports at Barrow-in-Furness, Cumbria, England to
Mumbai, India. The initial planned shipment is derived from radioactive nuclear
waste material that was originally shipped from India to the UK in the
1990’s/early 2000’s for processing and storage at the Sellafield Nuclear waste
processing plant. It has been stored in the UK since then and is now required
to be returned to India. This is the first contract for this particular route
between India and the UK. If successful, there is a high possibility of further
similar contracts from other countries seeking to transport their nuclear waste
and processed nuclear fuels around the globe. It is highly likely that Oriental
Nuclear Transport Ltd (ONTL) – who have been in the business of transporting
radioactive materials by sea since the 1970’s – are also likely to bid for this
contract.
A recent nuclear accident in Japan resulting in widespread
radio-active contamination has raised public concerns about the safety of
nuclear power. As a result of this, anti-nuclear protest groups are protesting
hard against all activities related to nuclear power.
Recent news also indicates that there have been a number of
recent terrorist attacks around the world, arrests have been made and a large
number of properties searched as a result.
These searches have resulted in bomb making equipment being
found as well as terrorist plans that indicate an intention to build and
detonate radioactive devices (dirty bombs) at various iconic locations around
the world in furtherance of their terror objectives. Whilst this planning is
apparently at an early stage – specific reference has been made, amongst other
locations, to India, the UK, Sellafield and international radio-active
shipments.
Task:
You are a team of Operations Managers who have been asked to
research and write a professional Operational Risk Assessment Report, following
on from your previous presentation to Areva UK.
As part of the new contract, you have been asked to detail
your recommendations and management strategy for the proposed sea transport
operation of highly radioactive nuclear waste and processed MOX nuclear fuel
from the UK to India.
Having identified and assessed all of the potentially
relevant threats and hazards, risk levels and appropriate risk mitigation for
the proposed operation, you should apply the appropriate risk management
theories, models, frameworks, emergency planning and logistics planning, as
well as appropriate maritime legislation to your report.
The report will comprise:

• Main body/Findings
• Conclusion/Recommendations
• Bibliography

Appendices: (which will include as a minimum –
key definitions; details of your Risks coring and rating matrices; a Risk
assessment matrix detailing all identified hazards/threats and proposed
mitigating measures)
NB The appendices will not be included in the 5000-word
count.
